Joseph Coutret built an underground 8,000 gal. concrete cistern with walls 16" thick for $240 for the Indianola Courthouse. It was built to replace the aboveground cypress cistern that was too small. Joseph Coutret also constructed a Powder House for the city for $150 when it was determined large quanitities of private powder was a danger to the town. (Malsch, p. 211)
